City of Pawnee requires home improvement license applicants to pass a written exam on local codes and business law, with exemptions for those holding licenses issued after 1987. Applicants are allowed one free retake, but further attempts require a new application and a non-refundable $200 fee.

- Applicants must submit the following for their sales application to be accepted:
- A fully completed application with no blank fields.
- A passport-size 2x2 color photo.
- A copy of their NYS driver’s license or non-driver’s ID.
- A completed affirmation form with selection of either "A" or "B" (but not both).
- A completed and signed background section, with detailed explanations and documentation for any "YES" responses.
- Authorization from a licensed holder with an active Home Improvement license.
Applicants should print clearly, answer all questions, and provide immediate notice of any address changes.
Fee: $50 per year, payable via Certified Check or Money Order to the City of Pawnee.
